Human Resource Management & Development [PPM103]

Introduction

This course is concerned with the management of people in public organisations. The staff of an organisation are its principal resource, and therefore good practice in the management and development of human resources makes an important contribution to the effectiveness of the organisation. There are many different approaches and managers need to understand which approach is likely to work best in specific circumstances. While covering all the main aspects of HRM this course is designed to enable you to evaluate and choose between approaches. It would be beneficial to take 101 Perspectives and Issues before this course and PPM 203, Managing Organisational Change is best taken after it.

Aims & Objectives

By the end of this course, you will be able to:

  • Assess and critique generic approaches to HRM
  • Select and apply methods of HRM in the following:
    - Demand and supply forecasting
    - Recruitment and selection
    - Diversity management
    - Retention
    - Retraining
    - Employment contracts
    - Total Quality Management
    - Group and team working
    - Appraisal
    - Training and management development
    - Employee relations
    - Pay and performance management
  • Make the connections between organisational strategy and HRM
  • Understand the impact of public sector reform on HRM practices

Resources

The Units are the major study resource. Their texts present alternative approaches to human resource management and development, and explore examples of their application in the public sector

The Readings come from a variety of sources. Some are theoretical, but more often they aim to supplement the discussion of practice in the text by providing case studies of the actual practices of organisations. In this way, the readings help you engage with the process of critical choice which is at the core of this course.

The core textbook is ‘Human Resource Management’ by Derek Torrington, Laura Hall and Steven Taylor, a comprehensive textbook which provides coverage of all the main HR topics. The Online Study Centre also has supplementary readings and useful links to academic and other resources for this course.

Course Content

This course seeks:

  • To outline the variety of contexts in which human resource management and development is carried out
  • to present alternative approaches to human resource management and development
  • to discuss their application to developing and transitional countries.

Tuition & Assessment

There are two assignments for the course, after Units 4 and 8, that is, in weeks 4 and 8 of the study calendar. These will be assessed by your tutor.

To assist with revision and preparation for the final examination, review questions and a specimen examination paper are provided. The assignments count for 30% of the final mark and the examination 70%. Assignments are submitted and feedback given online. In addition, queries and problems can be answered through the Online Study Centre.
